Khaled Emam
Senior Fellow
Khaled Emam is a Senior Fellow in International Relations and Peacebuilding at the Council on International Law, Order, and Security (CILOS). He is also a former Visiting Fellow at the Carr Center for Human Rights Policy at Harvard Kennedy School, and has served as a Teaching Fellow and Course Coach on leadership, democracy, and international politics.
A human rights lawyer, peacebuilding practitioner, and international affairs expert, Khaled is the Founder and CEO of the Arab Leadership Institute (ALI), where he works at the intersection of leadership development, peacebuilding, democratic governance, negotiation, and institutional transformation. His work focuses on helping leaders and institutions navigate fragile political transitions, violent conflict, institutional breakdown, and complex governance challenges across the Middle East and North Africa and beyond.
Over the past decade, Khaled has advised and collaborated with United Nations entities, governments, international organizations, universities, and civil society institutions on conflict prevention, peacebuilding, democratic governance, atrocity prevention, and the Youth, Peace and Security agenda. As the former Co-Chair of the United Nations Inter-Agency Network on Youth Development (UN IANYD), he helped advance more meaningful youth participation across the UN system and global policymaking processes. Khaled is an educator, trainer, and frequent speaker on international politics, adaptive leadership, conflict resolution, negotiation, and governance. Drawing on both academic research and extensive field experience, he designs and facilitates executive education and leadership programs for senior policymakers, public officials, civil society leaders, and emerging changemakers. His teaching and research are shaped by a commitment to bridging scholarship and practice—bringing insights from Harvard into some of the world's most challenging governance and peacebuilding contexts, while bringing lessons from those contexts back into the classroom and policy debate.
He holds a Master in Public Administration from Harvard Kennedy School, where he was an Edward S. Mason Fellow, in addition to a Master of Laws in International Law from Cairo University.
