Terms of Use

These terms govern your use of cilos.org and the research, analysis, and commentary published on it by the Council on International Law, Order, and Security ("the Council," "we," "us"). By using this website or submitting work to us, you agree to them. If you do not agree, please do not use the site.

 

1. Use of this website

 

We grant you a limited, personal, non-exclusive license to access this website and to read, download, and print its content for your own research, educational, or professional use.

You may not use this site for any unlawful purpose, attempt to gain unauthorized access to any part of it, interfere with its operation or security, misrepresent your identity or affiliation when contacting us or submitting work, or use it to distribute unsolicited commercial messages.

 

2. Automated access and artificial intelligence

 

You may not use robots, spiders, scrapers, or other automated means to access, monitor, or copy this website or its content, except that search engines may index the site for the purpose of directing users to it.

 

You may not use the Council's content, in whole or in part, to train, fine-tune, or otherwise develop artificial intelligence or machine learning systems without our prior written permission. This restriction applies whether the content is obtained directly from this website or from any third-party dataset, archive, or repository.

3. Intellectual property in the Council's own work

 

Unless otherwise stated, the content of this website — including research papers, press releases, commentary written by the Council, the Council's name and logo, and the design and arrangement of the site — is owned by the Council or used by us with permission, and is protected by copyright and trademark law.

 

4. Quoting and reusing our work

 

We publish in order to be read, and we encourage the use of our research in academic, journalistic, and policy work.

 

You may quote from our published work, and reproduce short excerpts, provided you attribute the work to its author and to the Council on International Law, Order, and Security, and, where the reproduction is online, include a link to the original page.

 

You may not reproduce a publication in full, republish our work on another website or platform, translate it, or use it for commercial purposes without our written permission. Requests may be sent to media@cilos.org and are generally granted for non-commercial academic and policy use.

 

5. Work submitted for publication

 

These provisions apply to opinion articles, research articles, and other work submitted to the Council for publication. They should be read alongside our Guidelines for Contributors.

 

You keep your copyright. Authors retain copyright in the work they submit. By submitting work to the Council, you grant us a perpetual, worldwide, royalty-free, non-exclusive license to publish, reproduce, archive, translate, and distribute it, and to include it in collections of the Council's work.

Exclusivity at submission. Work submitted to the Council must not have been published, posted, or submitted elsewhere. Once we have published it, you may republish it wherever you wish, provided you credit the Council on International Law, Order, and Security as the original publisher and, where the republication is online, link to the original page.

 

Your warranties. By submitting work, you confirm that it is your original work, that you hold the rights necessary to grant the license described above, that it does not infringe anyone else's rights, that it is not defamatory or unlawful, and that any factual claims in it are accurate to the best of your knowledge. You confirm that you have disclosed any funding, affiliation, or interest that a reader would reasonably want to know about.

 

Editing. We may edit submitted work for length, clarity, accuracy, and house style. Substantive edits will be shared with you before publication.

 

Withdrawal and correction. We may decline to publish any submission, and we may correct, amend, or remove published work where we identify errors of fact, undisclosed conflicts of interest, plagiarism, or other issues affecting its accuracy or integrity. Where we make a material correction, we will note it on the published piece.

 

Payment. Unless we have agreed otherwise in writing, the Council does not pay for submitted work, and submission creates no employment or contractor relationship.

 

6. Views expressed

 

The Council is an independent, nonpartisan policy research institution. Views expressed in work published on this website are those of the individual authors and do not represent an institutional position of the Council, its Board of Advisors, its staff, or its funders. The Council does not take institutional positions on matters of public policy.

 

7. No professional advice

 

The content on this website is provided for research and informational purposes. It is not legal advice, investment advice, or professional advice of any other kind, and it should not be relied upon as such. Nothing published here creates an attorney–client or advisory relationship. You should consult a qualified professional before acting on any matter discussed on this site.

 

8. Applications and other communications

 

Materials you send to us — including applications for fellowships, internships, and other opportunities, and general correspondence — are handled as described in our Privacy Policy.

 

Ideas, proposals, and suggestions sent to us on an unsolicited basis are not treated as confidential. The Council works on many of the subjects it publishes on, and we may already be pursuing, or may independently develop, work resembling something you have sent us. Sending us an unsolicited idea creates no obligation on our part and no entitlement to compensation or credit.

 

9. Links to other websites

 

This website links to third-party websites. We provide those links for convenience and do not control, endorse, or take responsibility for their content, accuracy, or privacy practices. Your use of any linked site is at your own risk and subject to that site's own terms.

 

10. Copyright complaints

 

If you believe material on this website infringes your copyright, write to info@cilos.org with a description of the work, the location of the material on our site, your contact details, and a statement that you believe in good faith that the use is not authorized. We will investigate and remove infringing material where appropriate.

 

11. Disclaimers

 

This website and its content are provided on an "as is" and "as available" basis. While we take care to publish accurate and well-sourced research, we make no warranty that the content is complete, current, or free of error, or that the site will be available without interruption or free of harmful components.

 

12. Limitation of liability

 

To the fullest extent permitted by law, the Council, its officers, staff, advisors, and contributors will not be liable for any indirect, incidental, consequential, or punitive damages arising from your use of this website or reliance on its content, whether or not we have been advised of the possibility of such damages.

 

13. Indemnification

 

You agree to indemnify and hold harmless the Council, its officers, staff, and advisors against any claim, loss, or expense arising from work you submit to us, from your breach of these terms, or from your violation of any law or the rights of any third party.

 

14. Governing law

 

These terms are governed by the laws of the District of Columbia, without regard to its conflict of laws provisions. Any dispute arising from them will be subject to the exclusive jurisdiction of the courts located in the District of Columbia.

 

15. Changes to these terms

 

We may update these terms from time to time. When we do, we will revise the effective date at the top of this page. Your continued use of the website after a change takes effect constitutes acceptance of the revised terms.

 

16. Severability

 

If any provision of these terms is found to be unenforceable, the remaining provisions will continue in full force and effect.
