Héctor Yépez Martínez

Héctor Yépez Martínez is a public policy expert, legal scholar, and former Member of Parliament in the National Assembly of Ecuador, where he chaired legislative committees on Regional Governance and Citizen Participation and served as primary sponsor of landmark national legislation. Appointed twice by the National Electoral Council as a member of the official Presidential Debates Committee, he has played a prominent role in upholding institutional rigor and democratic governance.

He serves as Founding Director of the School of Government and Director of the Arbitration and Mediation Center at Universidad Espíritu Santo (UEES), as well as partner at M&MP Legal, specializing in public policy, strategic negotiation, and dispute resolution. A frequent international keynote speaker on ethics and leadership, he holds a Master in Public Administration (MPA) from the Harvard Kennedy School—where he was elected Class Day Speaker and recognized as a John F. Kennedy Fellow and Edward S. Mason Fellow—alongside a Master in Public Policy (MPP) with distinction from Universidad del Desarrollo and a Bachelor of Laws (LL.B.) from UEES. He holds dual Ecuadorian and German citizenship.
