Dr. Choong-Koo Lee Joins the Council as Non-resident Senior Fellow

Dr. Choong-Koo Lee, a Research Fellow at the Korea Institute for Defense Analyses, joined the Council in September 2026.
WASHINGTON, D.C. — The Council on International Law, Order, and Security (CILOS) is pleased to announce that Dr. Choong-Koo Lee has joined the Council as a Non-resident Senior Fellow.
Dr. Lee works on nuclear nonproliferation, great power competition, and emerging military technology across the Korean Peninsula, China, Northeast Asia, and the United States. His work focuses on North Korea's nuclear program and the Korean Peninsula's place in US-China strategic competition, and on how emerging military technologies are changing the terms of deterrence. Nonproliferation and great power competition are questions of law as well as of security, and both sit within the Council's work.
Dr. Lee is a Research Fellow at the Korea Institute for Defense Analyses (KIDA) and an Adjunct Professor at the Graduate School of Policy Studies, Korea University. He previously served as a Visiting Fellow at the National Defense University in Washington, DC, and at Renmin University of China in Beijing. He also served as Chief of Staff to the Chairman of the Foreign Affairs Committee at the National Assembly of the Republic of Korea, where he worked on North Korea's nuclear development, inter-Korean relations, the establishment of the North Korea Refugee Foundation, and the ROK-US and ROK-EU free trade agreements.
"Nonproliferation is as much a question of international law as it is of deterrence. Choong-Koo Lee is among the few who work it from both directions, and we are glad to be working with him," said Omer Niazi, President and Chief Executive Officer of the Council.
Dr. Lee holds a BA, MA, and PhD in international relations from Seoul National University, where his theses focused on North Korea's foreign and nuclear policies.
