CILOS Announces Research Partnership with Ukraine's Federation of Employers

WASHINGTON, D.C. — The Council on International Law, Order, and Security (CILOS) and the Federation of Employers of Ukraine (FEU) have established a research partnership on tax reform, foreign investment, and Ukraine's reconstruction. The two institutions will identify the changes to Ukraine's tax system that would open the country to greater American and European investment, and will set out what those changes would mean for its economic recovery.
Ukraine's reconstruction will require resources over many years. International assistance will remain central to it, but private investment will have to carry a large share of the cost. Investors commit to projects of that duration only when they are confident the rules will not change under them.
The partnership will identify the tax reforms most likely to draw that investment, and will issue recommendations for increasing United States and European investment in Ukraine's reconstruction.
The work will draw on the Federation's knowledge of the Ukrainian economy and on the experience of its member companies. FEU brings together more than 140 sectoral and regional employer organizations in manufacturing, agriculture, energy, technology, infrastructure, transport, construction, healthcare, and services.
"Ukraine's recovery will turn on what the country can attract and retain over the coming decade, as much as on the resources available to it today," said Omer Niazi, Founder and President of CILOS. "Tax policy carries real weight in where investors commit capital. Our work with the Federation will set out how reform can bring more American and European investment into Ukraine's reconstruction."
The partnership extends the Council's work on how states rebuild after conflict, and on the part domestic reform plays in attracting foreign investment.
The partnership will produce a policy research paper setting out its findings and recommendations on tax reform, foreign investment, and Ukraine's reconstruction.
